Apologies – Faye Geary, Brian Curry, John Neville, Lee Beck, Nic Hartley. Dave Walters (Vice Chair) chaired the AGM and welcomed all club's present to the Annual General Meeting AGM and officially read the notice to open the meeting of the members of the Barnsley & District Junior League.
1 - Roll Call
Roll call was read out twice during the meeting. The following clubs where absent and will be fined £25.00 in accordance with League Rules for non-attendance at the AGM: Athersley Recreation, Dearne & District, Grimethorpe LLUK, Houghton Main, North Gawber Colliery, Pinfold Pumas, Royston Dynamos, Ryhill Juniors, Thornes Juniors, Upton United, West End Terriers, Worsbrough Bridge.
Three new clubs attended the meeting, Barnsley Juniors, Kendray Juniors and Silkstone Dynamos. All Member Clubs present were asked if there were any objections to these Clubs joining the League. No objections received and a show of hands was unanimous, all Clubs welcomed into the League subject to FA Sanctioning.
2 – To approve the Minutes of the AGM – 26th June 2023
The Minutes from the AGM held on the 26th June 2023 was approved for content and accuracy.

3 – To approve the Minutes of the last League Meeting – 8th April 2024
The Minutes from the previous League meeting held on the 8th April 2024 were approved for content and accuracy. Proposed – Staincross Rangers, seconded – Durkar Juniors and all clubs in agreement
4 - Chairman’s & Secretary’s annual reports
We read out and shared thanking all clubs for there ongoing support. It was mentioned how challenging the season had been especially following the severe weather conditions we had. We are looking forward to the new season all working together.
5 - Accounts
Members received a financial update for the financial year ending 31st May 2024 from Gavin Logan. The Balance Sheet was shared with all club’s present and was explained running through the income and expenditure. All club’s present was invited to ask if any questions. No questions were received. One key area of concern which Gavin did raise is around the amount of league fines, this is due to clubs not attending league meetings and not completing the necessary team sheets correctly. There was also one fine for a team failing to fulfil a fixture and another for playing an unregistered player. Fines totalled £990, as with previous years the fines money received has been donated to our Charity Cancer Research UK. All Member Clubs present was asked if any questions or concerns regarding the accounts. No questions were received. Accounts were approved for content and accuracy.

6 - Election of Officers/Management Team
Gavin Logan advised the attendees at the meeting at this point all the Officers of the League and the Members of Management Team have now stepped down from their respective roles and responsibilities and advised they are all happy to be re-elected back onto the League Management Team for a further year subject to the approval from the member clubs. Dave Walters (Current Vice Chair) asked members, if anyone wishes to put their names forward to join the League Management Team, now is the time to do so, no nominations came forward. Gavin Logan (Current Secretary) then asked all clubs represented to vote on block on whether they agreed for the Officers to remain in their position, each Club could have one vote only.
The vote was unanimous, no objections received, and all the incoming Officers accepted the roles and therefore remain in their positions for season 2024 -2025 season as below.

7 - FA SCORY & League Rules
Copy of the SCORY RULES, and DOMESTIC RULES for the 2024- 2025 season have been emailed together with the LEAGUE HANDBOOK to all club secretaries to have a read prior to the AGM. Rewording and changes have been highlighted and read out to all clubs present at the AGM. These will be updated in the handbook and put onto the league website as soon as possible following the AGM, also they will be emailed to all club secretaries as soon as possible. Gavin read the changes and asked all Club Members present to feedback to their teams and familiarise yourselves with these changes.
Key changes to the Domestic Rules
The annual subscription of [£75] has been increased for the first time since 2017 and shall be payable in accordance with the Fees Tariff for each Club/Team registering to the league with immediate effect as agreed at the AGM and paid to the league on or before the [15th July] each year. Reporting of results is responsibility of both Managers/Teams and must be completed and sent to your respective registrars on the same day of your matches to be received before 5pm on a Sunday and 8.30pm if midweek.
Maximum number of player registrations per squad as follows: 5v5 = 10 players, 7v7 = 14 players (of which only 12 players can play in any league competition game), 9v9 = 14 players, 11v11 = 16 players.
The FA heading rule for all teams from U7s to U11s was discussed and will be mandatory for both U7s and 8s with immediate effect. This will be rolled out to U9s and 10s next season then U 11s the following season.
League Meetings - scheduled for the 2024/2025 season as follows:
1st August 2024, 5th September 2024, 7th November 2024, 6th February 2025, 6th March 2025, 3rd April 2025, 12th June 2025 AGM
All meetings to be face to face, (no teams meetings) 7.30pm at St Paul’s Church Hall, Monk Bretton, Barnsley S71 2HQ.
8 – League commencement and finish date
The 2024-2025 Season will commence on Sunday 8th September 2024 and finish no later than 18th May 2025. No matches will be scheduled over the Christmas period (22nd & 29th December 2024) and Easter Sunday (20th April 2025).
All Clubs/Teams are expected to play matches on all other Sundays throughout the Calendar Season unless they have confirmed on an email to the League Secretary and completed the relaxation processes and have been approved by the League Management Team. Teams can apply for 2 fixture relaxations only; these must be received by the secretary in writing confirming the reason requesting a relaxation giving 28 clear day’s notice. No Fixture relaxations will be accepted for any games from 1st March to the 18th May, no teams can enter any outside competitions or galas under any circumstances until after the 18th May 2025.
9 – SHCFA Updates
Tom Measham attended the AGM and updated all on the processes of Affiliation, giving dates when player registrations will be opening, U13 and 16s County Cups eligibility although this does not affect any teams playing in the BDJFL and Safeguarding. Tom confirmed the U7s to 11s Heading Rules and the new initiative around dribbling, he will forward information on these to Gavin via email asap and Gavin will pit the information onto the league website asap.
10 - Affiliations, Forms & Registrations
Gavin advised that the Affiliation process is now open for Clubs. All relevant forms to register teams with the League are now live on the League Website. Player registration window is now also open on the WGS. Any registrations submitted onto the WGS before the 31st July 2024 will not be charged for however from the 1st August 2024 up to 28th February 2025 player registrations will incur a £3 registration fee.

Divisions and Fixtures will be formulated as soon as possible after the 15th July 2024; all clubs and teams will be updated asap on or before the 1st League meeting scheduled for August.
