Management Team present – Gavin Logan (Secretary), Brian Curry (Chairman), Dave Walters (Vice Chair), Karen Parton, Michelle Logan, Mark Thompson.

Introduction and Welcome

The League Chairman Brian thanked everyone for their attendance and declared the meeting open.

Roll call

A good attendance in the meeting, 3 clubs failed to attend, Junior Tykes, Oxspring United, West Bretton all clubs fined according to League Fines Tariff of £25.

Minutes of previous meeting held on the 6th November 2023.

Brian informed all clubs present , the minutes of the last meeting was forwarded to all Secretaries via email, informing all clubs if they did not receive them, to contact Gavin, he will email a copy asap. Brian read out the minutes to all clubs present then asked if any questions, no questions asked, all minutes were accepted by all present, Proposer Worsborough Bridge and Seconder Grimethorpe LLUK.

Minutes of Emergency Management Meetings held on 20th November 2023 and 22nd January 2024.

Brian read the minutes of both meeting held by the League Management Team. There was a complaint received informing the league, a team playing in a kit with players names on back of shirts. Photo evidence was received confirming this, the team in question was contacted by Gavin. The manager confirmed and admitted to this, however refused to stop using the kit in question, they was reminded of the mandatory rule, which is both in the FAScory and BDJFL Rules, Gavin then contacted the Club Junior Secretary of the conversation, who confirmed he would take action in house to resolve the situation. The team was fined in accordance with the League Fines    Tariff £10 each player, total £110 and the SHCFA informed.

There was a 2nd complaint where one team refused to play a sanctioned league game due to allegedly previous behaviour from opposition, the SHCFA was informed of the incidents and the team refusing to play the game. The team was fined £100 for refusing to comply with both the FA Scory and BDJFL Domestic Rules and informed that The SHCFA investigated both teams and dealt with both accordingly.

We also had to deal with a team playing an unregistered player, the team at fault admitted to the offence, therefore the club/team was fined £100 (£50 of which was to be paid immediately and £50 was suspended). The SHCFA was also updated accordingly, club warned against future conduct.

Kick Off Times & Team sheets

Kick-off Times 9.30am to 5pm - Gavin reminded all of the importance of letting your registrars having your kick-off times, these must be confirmed to your registrars no later than 8pm every Tuesday, this is a League Rule which is a mandatory request, failing to do this will result in a fine which we are trying to avoid having to implement.  Team sheets & Squad sheets, some managers are still not complying with the procedure of completing the team sheets prior to kick-off, this is a must guys, you need to list all your team players who are playing in the game and get the referee’s name and fan number before all games start, not after the game has finished. Both the League and the County FA are now looking to start house checks on match days. Sarah Pridmore is the new SHCFA Welfare Officer, Gavin has had a meeting with her recently, she has confirmed when she comes out to matches, she will be checking that this procedure is implemented, if it isn’t, she will inform us at the league, we will have no alternative but to implement fines as per League Rule, she will also be contacting Clubs.

Disciplinaries, Fines and Suspensions

We have no suspensions or fines currently outstanding with the SHCFA which is outstanding, our disciplinary   record is a credit to all our clubs, well done everyone. We do have one outstanding league fine which is current, club secretary will be reminded accordingly. Gavin reminded all clubs present all fines sent out could have been avoided however rules do need to be applied and adhered too, if not you leave us with no option but to send fines.

Player Registrations

All Managers and Assistant Managers names and fan numbers must be entered on the whole game system, if the whole game system will not allow these to be assigned to the role, then that person will lack the appropriate qualification. The individual clubs are responsible to ensure that all coaches and assistants are qualified. Aa above both the CFA and the League are now looking on the WGS and doing our house checks.

Player registrations and Transfers are now closed.

Cup Returns from the 2022/2023 season

All clubs were reminded last seasons cup must be returned to the league no later than the 4th March 2024, failure to return them by this date, those clubs/teams will be fined a total of £100.00 per cup for a replacement. All cups must be returned in good order and undamaged, they must also be engraved on the side plates with the year 2022/2023 and name of team, failure to have them returned engraved, they will be fined and invoiced for the engraving.

League Divisional Fixtures and  Supplementary Cup Fixtures

There will be no further relaxations granted giving notice with immediate effect as we need to conclude as many fixtures as possible/e to avoid a backlog of further fixtures. Gavin ran through all the age groups remaining Divisional fixtures, some teams have been asked to play double games with reduced game time to enable us to progress with the Cup Competitions and avoid a backlog of fixtures.

Midweek Fixtures - Once the clocks change, we will be introducing midweek fixture. These will be put on the fa fulltime and league website and will be showing to be played on a Wednesday, you can change this to any day of that week, make sure if you do change the day, you must inform your age group registrar.

Gavin also went through the formats in all age groups explaining the formats and asking clubs questions  All clubs present was asked if any questions after each age group was updated to try reducing any confusion. All clubs present accepted the feedback.

2024/25 Club and Team Registrations. Gavin informed everyone to start thinking about teams for next season, It was mentioned that things have ran very smoothly over the season, we was asked as to if we have looking to increase age groups, Gavin informed all present that as a league we would like to increase both numbers of teams in all the current age groups and would like to add U12s, 13s and 14s if it’s possible, all present to talk to each other and encourage teams to join us moving forward.

AGM Update

Gavin informed all clubs, if you have any suggestions for rule changes, or want to change any procedures, you must submit your request in writing and forward on to the league secretary no later than 30th April 2024.

AOB

Clubs was given a booklet from CSP Pitchfinder, Gavin explained who they are and what they do, they have a free app which we have used for the past 4 years, acts like a satnav where all current club locations can be found, it will directly you straight into your car park, its free to download, please have a look and register to it.

All present in tonight’s meeting was reminded of the following two mandatory FA and League Rules, no player is allowed to wear black kits and names of players must not be shown on any item of kit including shirts, the league and scory rules will be applied if any team breaches these rules.

Heading rule has not been made mandatory yet. So heading is still allowed. The rules around this have not been classified and no decision has been made or decision on what is expected at this time.

The pass back rule is mandatory, however if both teams agree and the referee agrees this can be waivered.

The 2023/24 season will finish officially  on the 19th of May.
